Sure, just setup two DHCP servers with offset IP ranges...
In other words:
DHCP Server1 hands out addresses: 10.10.1.20-->100
DHCP Server2 hands out addresses: 10.10.1.101 -->200
While both servers are up, addresses can be handed out by either DHCP server. When one server goes down, the other server will still hand out addresses.
Its just a matter of how you design you infrastructure.
