Sync Issues

I am running Windows Server 2008 R2 with Exchange Server 2010.
I am using Outlook 2007 and I keep getting sync errors:
Not downloading Offline address book files. A server (URL) could not be located.
19:38:30 0X8004010F

I have the offline address book set in the Mailbox database properties.

I have tried creating a new profile and updating the Default Address book via EMC.

Is this from inside our outside the network?
Is the Outlook client on a domain machine?

Can you run the Test Email Autoconfiguration test in Outlook on that laptop successfully? Look closely at the OAB URL it provides and make sure that it is one you can reach from a browser on that laptop.
