SymSetup caused an exception

After removing ad-ware that was causing major problems on a client's Windows 98 PC, we're now attempting to install Norton Internet Security 2004 on it. During the install we receive the following error. Haven't found anything useful in Symantec Support Knowledge Base. Does anyone have any idea what the problem might be or even a clue as to where to start looking? Thanks in advance for you help!!

SYMSETUP caused an exception c0000006H in module SYMSETUP.EXE at 015f:00426b90.
