Symposium Web Client Script Manager access error

I cannot get into Script Manager from Web Client. I have seen this problem on other sites as well. Error is on Server. Able to acces all other web pages via PC;Laptop or Server, just not Script Manager.
Error - 'Symposium Web client -- Web Page Dialog'
(192.168.xxx.xxx)

Version 4.05.005.02

I tried:
-Restarting all Web services (ISIS;SMTP;HTTP;

http://WWW).

-PEP updates
-Restarting Server

Has anyone seen this or know what causes it?
