Symposium Web Client and Trusted site requirement to download SOAP

I have a Rls 5 Symposium customer who has been trying to get their corporate IT staff (located in MN) for the last 3 years to allow the Web Client to be added as a trusted site or allow and administrator on staff at this local office to add it as a trusted site. Have gotten nowhere!!! My solution for their Supervisors is too install SMI workbench for reports (an application that requires SOAP) and IE SWC access for Real-time screens (get some erors on logging into WC but ignore). Real-time does not require SOAP to function. My question - is there anyway to get a working version of SOAP loaded on these Supervisor's PC without using trusted site? I have tried installing from the WC install disk, tried saving SOAP from thier WC server to a CD and installing this version of SOAP on thier PCs. Does not work. Has anyone run into this and what was our solution? Thanks.
