symix syteline progress error help

I work for a consulting company that is trying to help a company work on there syteline program. I am fairly new to progress and really new to syteline. The problem they are having is when they add a new item to the item maintenance screen. They get this error :
Error occurred while accessing component property/method: Send.
Unable to send start message
Error code: 0x80020009 wf/flowsend.p (5890).

Now I do not know if the syteline program has ever worked the way it is suppose to because I just started working on this project. THe version of syteline they are using is 5.00.30, the version of progress they are using is 9.1A05, the version keyflow is 4.1, and the version of Windows is NT 4.0. If anyone has any ideas on what might be causing
the problem please let me know. I am brand new to this program so if you can go very slow with any answer it would be greatly helpful.

this is a workflow error. make sure all of ther services for workflow (keyflow) are started. check the windows server that is hosting the keyflow program.
is workflow enabled for adding an item?
i would look at the account you use to start both the
'frontstep MAPI manager' and 'admin for progress', these need to be the same
user, and both need to be running.
