I'm using Symantec System Center (SSC) to install the Management Server per Symantec's instructions. I uninstalled the old SSC, uninstalled the old client, installed SSC 10 and I'm using the AV Server Rollout tool to install the Management Server on the same computer (just as Symantec instructed). Everything works fine up until it's finished copying the files. Then it stays stuck on the screen and the Status stays at "Installing Server". It stays that way for hours.

What would happen if I just popped the disc in and install it the old school way?

I had the same problem. I couldn't migrate from SAV 9 because the server group was locked and the only person with the password left the company on bad terms.

I uninstalled it as best I could and then went through the registry and deleted every key that came up under symantec, norton, liveupdate, lucom, and files\nav. I then searched for 'nav' and deleted anything that was obviously part of the AV program.

Restarting the install through the SSC then worked. Interestingly, I had the same hangup even when I tried to install from the setup.exe on the CD.

See if you can search and find a copy of NONAV to get rid of your old SAV 9/8 install.
