No I am afraid it is not. You cannot even dump and load from one flavour of UNIX to another one, for example from ASE on Solaris to ASE on AIX etc.
The best bet it to reverse enginner all the objects (tables, triggers, sps etc), create the database on ASE on WINNT and bcp data into tables. It is rather long winded. More for one off migration than nightly operation.
Once you have loaded the original dump on WINNT you can use sybase replication server setup to keep both databases in sync. Sybase replication server allows you to exchange data on different O/S
