SX200ICP Console, busy tone when answering a call

On the console of an Sx 200 icp system, i press the answer key when a call is coming in and all i get is a busy tone.

also what shows on the display when this happens?

is 102 an extension?
possibly, with more information, could be a tenanting issue, that is just a stab in the dark so far
