SX200 ICP E&M trouble

Installing a new SX200 ICP 4.0 and trying to get exsisting E&M trunks to work. Had E&M trunks already in on an old Fujitsu PBX and worked fine. Put the same trunks on the SX200ICP and can call the far end rotary dial only and when they answer have one way transmission. If switch to DTMF in form 13 cannot call far end. If switch form 13 back to rotary dial can call far end and they answer, I can hear far end but they cannot hear me. Have tried every option I can think of. What am I missing. These are 2 wire, type I, immediate start trunks and that is what they were in the Fujitsu.

The E&M Trunk Module is set for the type of trunk in use by a set of eight DIL switches. The settings are as follows:
