SX200 ICP and 3300 IP trunking

My Customer needed to add lines to their system in a hurry, however we did not have an ASU in stock and it was going to be a few weeks before a PRI could be brought in to their office, so ive setup a an SX200ICP we had in our stock as a gateway as a temporary fix

Here is my Setup

SX200ICP with 3 loopstart lines, that has 4 IP trunks setup to connect to a 3300 MXe with MCD 4.1

Calls ring into the SX200ICPs AA and then they can transfer to extensions on the 3300, this all works

My Problem

Once the call is established, (on 3300 IP set) i go to put the call on hold, park or transfer the call is disconnected, the calling party heres a busy signal, the IP set says nothing about denied or not allowed just goes back to dial tone like i had picked up the handset to make a call

It does work in the opposite direction, i set up and analog phone on the 200, and i can call it from the 3300 and transfer to a second extension on the 200

Im not sure what the hold up is, is it the 200 or the 3300? COS?
 
I believe that Qsig should be enabled when connecting SX200's to 3300's. Is it?
