Sx200 audio issues on all ip phones

I have a latest release for sx200 ax where outside call quality it echo, delayed and picks up cross talk and apparently according to customer the far end conversation from cell phone calls were the cell call is over 6-8 feet from the phone in use. Phones affected, 5312 ,5330e and 5540 console , loopstart lines for trunks (8) tested the milliamperes it was at 85 now I have it down to 32 with inline devices done last night to see if that helps some of the issues.

The ip phones are on own vlan going to a dedicated switch with exception of three ip phones that only get used very little on outside calls
 
Have you performed Line Quality test on your lines per Technicians Handbook? You might want to try that...I had same issue with customer and that fixed it. If you are having issues with calls outside only on IP Devices then it is definitely line Impedance issue which the Line Quality Test will help. If you get this issue with Analog phone calling outside then you have bigger issues because the E2T is out of the picture.
 
My test keeps failing , I did the setup like in the book using the trucks pointing to one loopstart line and the one to pointing to one of the others. And it fails I did check the ma today and they are at 32ma.

Also found out the console doesn't give dial tone sound when you press the outgoing access code, they said it use to do it.
 
You possibly may be having some dsp issues...I have no idea how to test them in this system.
