switchport access vlan VS switchport mode access 1

I'm a bit confused on the need for the second command and hope someone can help me out with a deeper explination.

switchport mode access vlan 3 - places the previously specified interface in to a specific vlan in access mode.

I'm not sure what the second command does, but according to a show run in does place the int in switchport mode access (mode).

The "switchport access" command is used to configure the port as either a static port (i.e. you manually assign a VLAN to it) or as a dynamic port (i.e. A VMPS server determines the VLAN membership of the port centrally and the switch determines its VLAN membership by reviewing each frame it receives).

The "switchport mode" command configures the port either as a static/dynamic access port (depending on the setting of the "switchport access vlan" command), as a trunk port or as a private VLAN port.
