Switches losing dhcp ability ?

Hello All , we have a funny one , BPS & 2X470 switches in a stack (ver boss3038 , diag 3005)connected to 8600 (3.2.2.2) and any new device cannot get a dhcp address on any of two vlans.
An existing pc is ok with ipconfig /release & renew but new devices wont work.Dhcp scopes are plentiful , mac address table is not overloaded .
It appears to be the switch stack as I can install a temp switch in parallel and this works fine , proving the dhcp scope & relays etc.

Any ideas ??
