Switched To XP - Links Much Slower

My company recently switched to Excel XP, as well as upgraded the network and the computers. While most actions are much quicker after the upgrade, there are some problems. One major problem is that since we upgraded Office, the links in Excel are much slower. Files that used to take less than 5 seconds to open and update links now take close to 60 seconds. The IS people say that this problem most likely has to do with the nature of how the new Excel does links and there is nothing that they can do. Is this problem the result of Office XP or bad IS people?

Note: People at the company who haven't had the software upgrade yet can still update links very quickly off the share drive. Links run quickly with the new software only when you move the files off the share drive.
