switch scrolling from header to sub record primary key

I have a header record that relates to two sub records - for both the relationship is one to many (header to first sub file) then many to many (sub file to second sub file). I want to produce a report that scrolls through one of the sub records - listing the header record and the other sub record for each report.

Is this possible??
