swf slow play speeds in browser

I've just about finished making a flash site using mx. When i test the swf file direct off my hard drive it runs quickly. It also runs fine when i play it from with in dreamweaver. When i preview the swf file in Internet Explorer though it plays at about half the true speed. This happens whether i preview in browser from dreamweaver or publish as a html file from flash. Why is this????

My site is 130k compressed and is set to run at 45fps.

Any ideas - it's really annoying as i've spent ages getting things to run at just the right speed.

I should just stress that the swf in html file runs at a constant speed throughout - not just when things are happening - its just about half of what it should be.

I hope someone can help.

Just as a follow up - if i increase the frame rate of the movie up to 60 fps it runs at about the right speed in the web browser. Will this frame rate cause any problems on slower machines?
