SWC 4.5 RTD problems - socket errors

I'm unable to retrieve data from real time displays on the swc 4.5 su03. I ran the icertdtrace utility and familiar with the tool but there's an error message I'm getting that I've never seen before.

When I enter icertdtrace -r IPSEnd and I get adapter - 0 - (IP)
When I enter icertdtrace -r IPReceive I get this message below

Has anyone seen this error message and if so what does it mean

"icertdtrace socket error: bind error #10013"

If you have any ideas or suggestions it would be greatly appreciated

Sounds like a RAS connection issue ; remove it from the co-res system (shouldn't exist).
 
Yes, and also check to see if it is running on the pc you are trying to connect from.
 
Thanks I tried both of these and I don't have RAS running on the pc or server. The SWC is installed on a dedicated server. The only way I know to fix this is to reinstall. It worked before but once software installations and other policy settings were applied it stopped working again.

Any other ideas....
 
Yes -- control those software installations and policy settings. Either don't let that server be a part of your domain, or have it in its own OU that bars those policy settings and pushes. I know, this is all after the fact ideas...
