Well this can all be cloudy. Each system is customized to the customers needs. At default the accounts are all separate but if someone wanted to they could create the user account names in each location. There is probably no functional purpose to do that but I expect someone did it.
For PC Pro an account assigned System Manager has all permissions. All other levels cannot be used unless they are setup. At default those permission levels have no permissions.
PC Pro login accounts are managed in PC Pro after you log on.
I think starting with V8 all default user accounts have to have the password change. All user accounts also need a password. Something that was not required in earlier releases.
