SV9500 - Require code to call between staions

I'm in a situation where I have a few users whose numbers nobody should dial by accident. Looking for some way to limit internal calls to those stations, ideally, by requiring some sort of code after dialing the extension.

I know I can block calls between different RSC-s, but I don't want to fully block it. Just make it hard.

Any ideas?
