I have been having some issues with a customer's LCR regarding a specific area code. Our carriers in the area, ie verizon, tmobile, att, etc have finally moved us to forced 10 digit dialing. The 9500 was setup for 9140 for long distance and local 94. I have gone back and built out for the 91400 thru 91409 for LD and 9400 thru 9409 for local. The part I am not understanding exactly is that LD has an OPR of 2 and local is 1. But when I do an AOPR and look at let's say OPR 1, there is nothing in there. Likewise, there is no data in OPR 2. I have tried RA 0 - 7 and there is nothing in any of them. The reason I mention OPR is because I want to make 91409 local and not LD. I have reasons for this mainly because we aren't able to dial 9409 and the number and we can't dial a local number as a 7 digit number like we used to. But we can dial 91409 and the number. So for now until I get a better understanding on what is going on, I want to allow 91409 as a local number. I changed the OPR in AFRS for 91409 to a 1, but then I couldn't call out with that area code. I am obviously missing something on this. Any suggestions would be helpful.

checked AMND. 91409 is set for 12. 9409 is set for 11

When looking in AOPR check and see if in the time of day pattern - TDPTN - if they used 1 instead of 0, seen that before.

Check AOPRL if the system doesn't see anything in one it checks the other. Normally you would not see AOPRL used unless they are using AFRSL. Still it could be done and is easy to miss.
