SV9100: blocking one extension from dialing another

We are a retirement/nursing home. We occasionally have residents who forget to dial 9 and sometimes also the area code for outgoing calls, and inadvertently call other rooms.

When this situation arises, it's often just one resident accidentally dialing one room. For example, at the moment we have someone who is regularly accidentally dialing extension 452, as that number is also a local exchange for our area.

We do generally want the residents to be able to place calls to other extensions, so they can call each other, the front desk, nurses' stations, etc. Is there a way to block one extension from dialing another on an individual basis?
 
The only way I know of to do that is with the Hotel/Motel License option.
 
Ok so it can be done but it involves major changes! what you have to do is change all existing feature codes and extension numbers to have a prefix of (for example) * all other digits (except perhaps #) should go to an F route which then uses that number as a line access code and echoes the number to line. This way any normal number starting with (0-9) will go directly out to an outside number but if you want to call an extension it begins with *. So in your case *452 would get the extension but 452XXX etc would get the outside number.

Edited to add, you aren't actually blocking one extension from calling another by doing this but it would resolve your issue as forgetful residents wouldn't disturb others and they would not have to get used to dialing a line access code in the first place!
