Is there any other command that can control outbound call routing for local and long distance, etc other than AFRS?? This is a single site, 2 stacks. casino.

No. AFRS is the command where all number combinations are listed. There is a 50 entry table for specific numbers that can be denied. APCR, but AFRS is the proper location to do LCR.

Here is the problem. I could possibly be entering this wrong, but I did LFRS for TN 1 to 1, RT 31 to 31, NPC 9 to 9999999999999, and OPR 1 to 99. All I can get is one OPR from that, showing OPR 9 - NPC 91. Now I know they are using only 3 rts (3 pris). 1,2,3. route 1 is set for OPR 1. So, that's why I ask the question.

On the surface it looks like you have only one OPR for all of the listed number codes. LCR works as follows;
ANPD 9 = LCR RT 31
AFRS RT 31, 91 = OPR 1
AOPR first choice = TK RT 1, then 2, then 3
ANPD = 91 set for 12 digits. The 9 should be automatically dropped before sending digits to the CO.
The following link has LCR programming; It's mislabeled as ISDN PRI.
