SV8500 Outgoing call with COT

I had an issue with Outgoing call using Analog trunk.
1. Loopback LC-COT: ok for both outgoing a& incoming calls
2. FXO -FXS connection with Avaya PABX: ok for both in & outgoing calls
3. Connect to PSTN trunk COT line
- Incoming call is ok
- Lamp of COT port on COT card is always ON. Either in Idle or busy status
- Can't make outgoing call. Dial trunk access code --> deny tone

For all above testing, I use same configuration, same card, same wiring, only change the incoming source for Trunk port.
Please advice me if you have any experience about this.
 
Is the trunk route data for the analog trunk set to loop or ground start? Does it match the trunk type of the connected trunk??
 
I tested already. Either ground or loop, the same result. However, I found out the problem reason. Just change tip ring of incoming cable or change COT card setting to auto polarity.
