Sv8500 - can't do conference call by picking up line appearance with ongoing call

Here is the scenario:
Station A is extension 200, and station B is extension 201.

Station B has the line appearance of station A.

Station A (ext 200) gets on a call. With that, its line appearance on station B lights up red.

Now station B wants to get on stations A's call by pressing the lit up line-appearance button of station A, and then going off-hook. On my system, all I get is silence. No message that it's restricted - nothing.

Station A continues to be connected to the original call, but there is no indication that a conference call got established. It's just a no go for station B.

Station A and Station B are both DT710 IP phones.

Per an ASYD Excel sheet I got from NEC, you should have the the following:
Sys 1, Index 17, bit 2 = 1
Sys 1, Index 17, bit 7 = 0
Sys 1, Index 384, bit 0 = 1
I just set these, but still no go.

On station A, I tried pressing the Do Not Disturb button while on a call, to SET and then to CANCEL privacy release, but no matter whether its SET or CANCEL-led, station B can still not get on the call.

Any trick to this?
It seems like it never worked on my system, and nobody ever tried to use it before. Now some executive wanted to use it, didn't work, and is now breathing down my neck to get this fixed. I can fully duplicate the issue in my office with test phones set up.
 
As an additional note, my system doesn't have any hardware for 8 (or more) party conference. We only user the 3-party conference trunks in the mux cards.

C-146 Call Hold - Conference

To operate from a Dterm via feature key
1. Make a Trunk/Station Call using Line A on the Dterm.
2. Place the in-progress call on hold.
3. Place or answer a call using Line B on the Dterm.
4. Press the Call Hold Conference feature Key.
5. Press the held line key, or dial the Line Number of Line A.
6. Three-party Conference is established.

This service is available when the call is held by the Dterm HOLD Key.
STEP 1: ASFC - SFI 75 (Call Hold - Conference) must be allowed for appropriate Service Feature Restriction
Classes.
STEP 2: ANPD - Reserve a Number Level for Feature Access.
STEP 3: ASPA - Assign an Access Code for Call Hold - Conference.
CI = “H: Hooking”, SRV = “SSCA: Service Code Appendix”, SIDA = 97, NND = Number of Digits in
Access Code.
STEP 4: ATRK - Assign LENs in Route 909 (Digital Conference Trunk).
Note that Group Number and Level Number must be one of the following: 210, 213, 216, 221, 224,
227, 232, or 235.
STEP 5: MBTK - Make idle the assigned Digital Conference Trunks.
STEP 6: ARSC: - Allow Route Restriction Data for appropriate RSCs.
STEP 7: ARRC - Allow Trunk-to-Trunk Connections between Routes if necessary.
STEP 8: ASTD - Assign the following data when a Central Office Line is involved in a Conference: STM = 0,
STS = 2, and ST = 1.
STEP 9: AKYD - Assign FKY 116 to a key (Call Hold Conference).
 
Dear Belvedere,

The above is not the feature I'm looking for.

Let's say I'm on a phone call on my phone. My phone line has a line appearance on my co-worker's phone. So when I'm on a call, he has a button on his phone that's lit up, indicating to him that I'm using my phone.
Now, he should be able to press that lit-up button on his phone, lift his handset (or press speaker), and be conferenced in with my call.

I'm unable to make this happen...
 
While I need feedback from the users, it seems like I was able to solve it on my test phone in my office. Looks like all lines involved have to be in the same module group. Once I moved my test phones into the same MG, I was able to use this feature.
I re-programmed the phones in the office where the complaint came from, and will have to see what's the feedback from the users.
