Is there a way to allow station to station CID to appear on key appearances? i.e. ext 1234 has a key appearance of ext 5678 on it. When x5678 is called, it rings on the key, but CID does not appear until call is answered.

Try placing a CID button on a line key. Press it before answering the call.

1369 to a 0
15224 to a 0
15225 to a 0

Reset the Dterm.
