SV8300 Call Forward

I've got an SV8300 that I am trying to program so that when someone calls an extension at the site it forwards to an outside number. Under CME6 I've tried placing a cell phone under 00 Call Forwarding-All Calls but nothing seems to happen. I have an SV8500 at a different site and can do an ACFS with no issues. Is there a way to get it so that when someone calls a number at this sv8300 it can ring to a cell phone? To make things even more complex we have telegration dial codes for long distance numbers so users get "RESTRICT" when trying to forward on the phone itself.
 
1. make sure you put a trunk access code in before the number.
2. if this si foran incoming trunk call to an outside trunk call, test it by answering a call then transferring it outside. This verifies that you can do a trunk to trunk transfer.
3. verify class of service allows call forward all and call forward outside.
15000>class>1 = allow (default). CF all
15022>class>1 = allow (default). Tk - TK -trf
15026>class>1 = allow (default). CF all outside
36>xxyy> 1 = allow route to route connection. EX: 0000>1, 0015>1, 15,00>1
