SV8100 timers

I am fairly new to the SV8100 (never used to work on the IPK either) but I have a customer who is using an unusual feature offered by one of our telcos. It allows you to do a hookflash on a PSTN line and transfer the call to another number. The issue I have is that unless I wait 20 seconds after answering the call, it won't let me do the transfer, I can do the hookflash and get external dial tone back but as soon as I start to dial, it kicks me off the line and the call starts ringing again as if it was an incoming call again.

Anyone have any suggestions on how I can reduce this time and any adverse consequences if I do?
 
81-08 lists the various timers for T-1. Item 29 is the hook flash send time. The SMDR valid call timer is defaulted to 0. Similar to the IPS where it must be satisified before you can use some features. It might help if you bump it up a little - 2 or 5 sec.
81-10 lists timers for COT's.
Digital or analog trunks?
 
Analogue Co lines. The feature works, I just have to wait 20 seconds before I can use it!
 
22-01 : System Options for Incoming Calls has some defaulted to 20 seconds. Maybe....
22-01-09 = DID to Trunk to Trunk no answer timer is defaulted to 20 seconds.
14-02-08 = 1 at default for analog trunks. Try option 0.
Answering Condition 0 = Polarity Reversing
(Polarity)
1 = Polarity Reversing or Timer (Int Digit)
