SV8100 one outside line not working. 1

We have an old NEC SV8100. I've got four incoming phone numbers. I'll just call them A-D. When you try to call number A from the outside world it doesn't ring but bumps to and rings on outside number B. If you select number A to make an outside call you get a busy signal even though the number isn't in use. B,C, and D all work fine.

Our 8100 serves three smaller buildings with a bunch of outside numbers and a bunch of internal extensions. This is the only thing not working. I did a reboot and no love. Any suggestion on what to check?
 
Most likely Telco issue, however you can swap A with B in the system cross connects and retest. If you have a butt set, check all of the lines ahead of the system. No butt set? Use a standard analog telephone set.
