Sv8100 Netlink along with Dhcp R2

Hi.
Is there anyone who has tried netlink with 2 systems where the system 2(DRS2) takes over, when the link from system 1 (DRS1) when this is down.
my problem is that Voip Phone Dt700 are not going to DRS2 although it would have received info from Win 2003 DHCP server (CODE 161). if there is a link on DRS 1 DT 700 comes on there
