Surge Protection 4 DSL Modem

An ISP company which has changed over 40 DSL modems in the last one week due to surge effect from lightning needs help.This effect does not only affect the modem but also damages the connected interface on client`s equipment (ROUTER).
Please kindly advise on what can be done to avert future surge occurrence on the part of the service provider since It has been affirmed that the problem is a surge effect via the DSL cable line.
I appreciate prompt response to this post.
