Surfcontrol rules

I have tried to setup rules so different groups of users have different restrictions using surfcontrol on bordermanager 3.7 (Netware 6)but it doesn't work I have setup 2 rules using surfcontrol but only the highest level of restriction applies I have tried reordering the rules - no difference

Any help would be much appreciated
