surface scan automatically starts on boot-up

Recently everytime I boot up my Win98 IBM clone, I have to sit through scan disk and surface scan....yet afterwards, no errors are detected and no bad sectors shown. Anyone have any idea why this is happening and what I should do about it?
 
Is the computer shutting down correctly?

Take a look at the MSDOS.SYS file and see if there is a line referring to scandisk...if set to 1 change to 0.

The file is Read-Only so you'll need to change the attribute prior to saving.
