Suppressing Summery Field in Suppressed Group Header

I have a cascasing list of Groups, showing a company heirarchy from the President to the agents. I am creating a report that shows everyone in the chain of command above the agent that submitts an idea. I have suppressed the groups if the group is empty, but I would like to be able to put a count of how many ideas are submitted under each group. I am moving this field to the GH from the GF. I need a way to make the summery field suppressed if the group is suppressed so that I don't have an empty group header with a # next to it. All help is appreciated.

Conditionally suppress on

DistinctCount({Field},{GroupName}) = 0

You could also set the summary field "Suppress If Zero" to True, then set the group header "Suppress Blank Section" to True

Where would I conditionally suppress at in the Summery or the Group or the Record?

I have the Group set to Suppress if 0, but can't do for Summery b/c even though the group is blank it is still showing a summery count based on the above group. Any other suggestions
 
The formula would be entered as the Suppress condition of the formula. Fost's solution will do the same thing - in fact, Fost's solution is preferable.

However, if you are returning the values of the previous group in the group header, then I would query whatever means you're using to achieve your summary.
