Suppressing page footers doesn't work like I want it to

I have 2 page footers, the first is supposed to only print on page 1 of a group and the second is to print on all pages. When I suppress PFA then PFB moves up the page and prints where PFA would normally print leaving the remainder of the page as white space.

What I want is to always print PFB at the bottom of the page and when PFA is suppressed have the detail flow down the page filling in the space where PFA resides. What happens is the space allocated for PFA (about 3.2 inches) is just white space. PFB contains a barcode that is read by a mail inserting machine so it must always be in the exact same position. Let's say PFA is now 3.2" high, and PFB is 1" high.
Change PFB to 4.2" high, with the extra blank space at the top.
Format PFA to overlay following sections.

Now, this doesn't solve the problem with the extra white space, but at least the barcode will be in the same spot at the bottom everytime.

I know of a trick to get rid of the extra white space, but it is a real kludge, so I invite others to suggest something reasonable before I mention it. [sig][/sig]
