Suppress White Space - CR 8.5

I'm trying to alter a report created by someone else and there are many subreports within the report headers and footers. The workaround that I've found for this issue/version is 'you must first suppress the blank subreport, then shrink the blank section.' I've selected the 'Suppress Printing if No Records' checkox on the subreports, and also Suppress Blank Section in every possible location and I cannot get the white space to reduce. What does it mean by 'shrink the blank section'? There aren't any blank sections IF there is data. Am I missing the obvious? This shouldn't be this difficult! Any suggestions are greatly appreciated.
 
It shouldn't be so difficult, unfortunately it is.

Are these subreports that are only used to provide shared variables, or are you addressing a subreport which sometimes does not display data?
