Suppress "Orphan" Group Header at bottom of page

CR2008 Question. I have searched and found answers on line counting, etc., but none seem applicable.

I have two groups. Let's say Group A = State, Group B = City. Detail is list of people named "Bob Smith". In the "Group Expert", Group A is set to "Repeat Group Header on Each Page" (and Keep Group Together is unchecked). Group B is set to "Keep Group Together" only.

Problem is if a CITY has a number of Bob Smith's that would roll to the next page, there is an "orphan" STATE heading at the bottom of the page. How can I suppress this heading?

Example (current):

Page 1
GH1: OHIO
GH2: Akron
Bob Smith 1
Bob Smith 2

GH2: Cleveland
Bob Smith 1
Bob Smith 2
Bob Smith 3

GH1: OKLAHOMA (I want to suppress this guy)
(end of page)

Page 2
GH1: OKLAHOMA
GH2: Oklahoma City
Bob Smith (50 times, such Oklahoma City wouldn't completely fit on Page 1)

 
Did you try the methods in thread149-905801: Keep Group Together, except....?

I had seen that one but due to uneven row heights, I wasn't sure if I could pull it off.

I found a good line number (in my case, any count over 30) to use that will kick the "orphan" onto the new page. So, yes, it worked. Thanks!
