Styling form elements is a very much hit-and-miss afair... the results are dependent on both browser and OS. If it's not working for you, assume it's not going to work for many people, and give up while you're ahead.
Most people know the look-and-feel of form elements in their own browser under their OS... so it's probably best to leave these unstyled anyway, IMHO.

I do believe it works in FF, but IE is less inclined to modify the styling within the select element. But there are so many browsers out there, each with its own quirk (not to mention that according to this most of the optgroup rendering in today's browsers is wrong), I think you're best off leaving it like it is. You can apply your styling and have it be seen by those whose browsers support it and ignored by others.
