Suppress Blank Section 1

I am using CR 2008 with an Oracle 11g database as my data source. I am trying to modify an existing order detail report which was grouped by sales rep and a new page started for each rep. Since there are over 5000 reps and about 1.8 million records in the report, I am going to suppress the details for each rep and allow drill downs for the detail. The report currently has a report header, page header a and page header b, group header a and b, a detail section, a group footer, and a page and report footer. I am getting a big blank section below the group footer and above the page footer which I can't seem to eliminate. I have checked the "suppress blank section" for both the group footer and page footer but still get the blank sections. I want each header with individual rep names to appear one after another to eliminate the large number of pages in the report to increase navigation speed, but I can't eliminate pages unless I can figure out how to suppress the blank sections. How do I do it??

Check for the following:

> "Keep Group Together" (in group set up);
> "New Page Before" (in Group Header section);
> "New Page After" (in Group Footer section).

Keep Group Together was checked for Group Header a and b, and I unchecked them. It was not checked in the group header or footer.
New Page Before was not checked, New Page After was checked, and I removed it.

I still have the same blank section between the group footer and page header...

Go to Change group and see what is checked on Options tab. Try changing and see if that helps.
