In my experience, the top 3 nortel vendors in my area (Washington, DC) are:
1. Shared Technologies
2. Black Box
3. Presidio
Disclaimer: I am probably prejudiced towards Shared Technologies, having been one of their top techs since the Intermedia Days. Although I no longer work for Shared, I still maintain a good relationship.
Black Box is the remnants of the old Bell Atlantic Meridian / Williams Communicaitons / NexTira1 migration (I started with Bell Atlantic Meridian, then Left before NexTira took over)
Presidio used to be one of my customers when I was with Shared, and they seem to have come a long way towards having a good pool of techs in the past few years.
I like Shared technologies my self.
but have dealt with BlackBox in the past, they were not bad, the last few times we had them come out their techs were contractors that knew very little on the products they were working on.
that might only be out here in the west.

I work for Blackbox,like any other company, we have good techs and not so good techs. I have met some who I would let work on anything in my systems and some I wouldn't give passwords to for anything I am responsible for. Its all in who you get sent to your site. We do have a very very good TAC for techs to call for assistance
I have had my share of luck with techs and even with the companies listed so far here I have ran into issues where I knew they had no idea what they were talking about. Sadly, I have resorted to knowing a couple really smart people and when things get really hairy I call them. For general support I would lean towards the GD guys myself.
if you've got someone you can call in a bind, your 90 perceet covered. no don't call and tell me smokes boiling out of the switchroom.. but system down or small stuff, ifyou know command line, it's pretty easy over the phone
I work for Blackbox in the Nashville, TN TAC for the Global Accounts Division. We have several well trained engineers and techs. For 95% of maintence issues, remote resolution is possible. For the remaining 5%, depending on the severity of the issue, you'll either have a certified local contractor or inhouse engineer come to site to resolve.
I work for Black Box out of Los Angeles, but I'm based in Phoenix. We have both Black Box Phoenix and Black Box LA techs that are in AZ (Phoenix and Tucson). I don't know any of the BB PHX field engineers, but I know all of them that are BBLA field engineers; I used to be in the field for them before going to remote tier II/III support.
The field engineers in AZ from the LA branch are all good engineers, in my opinion.
I like our remote support group too (insert disclaimer here as I work for them) and the Black Box Voice Services tier II/III support group is great too.
