Supervisor Listen- Call rejected

Greetings. I am trying to setup the call listening function on the IPOCC for a user. When I try this, I get call rejected. I have the licenses for supervisors, I believe I have everything checked for the listening. They can intrude etc etc. What should I check, what am I missing. I appreciate your time on this matter.
 
Does it work if you use the Call Listen shortcode in IPO?

Have you set up a monitoring group in the IPO and assigned to the supervisor via User->Telephony->Supervisor Settings
