Superpipe 155 Fragmentation

We have two locations connected to the mail office by T1s with Superpipe 155s. one link can ping large packets with no problem. the other fails on any packet large enough to fragment. The routers on the failing link have been hooked back to back for testing and still fail when fragmenting packets. These routers fail when fragmenting packets over an ISDN backup link too, but large pings work out the ethernet interface. I put new superpipe 155s in and they fail back to back too. I've been thru the configs on the ones that work correctly to see if anything enabled fragmentation, but nothing I can see. Anyone have an idea?
