super user but not root

Is there any way to create another username that is identical to root? I can create a user and give them access to every group and it's the same, but is there an easier way? Just curious. I want someone to have access to everything like root but would still like to see what files they own.

 
No, not really. And a user with access to every group is not the same. Root has far more power than simply the ability to access any file.
 
Security-wise it's a no-no. Perhaps look into sudo which gives you more conrol over what this root-equivalent user has access to.
 
Unfortunately you do, at least in several other flavours of *nix. Has the questioner considered sudo?
 
Set the groupid permissions for the requisite file and passthrough directories to the right umask for
this user and they will have access. Otherwise use sudo.
