The image compression algorithm takes into account different things. Pixels of the same color, proximity to one another, etc.
If you have a picture of a landscape for example, some mountains, a lake, trees, etc you are talking a lot of repetitive colors so the algorithm will do a good job compressing the informaion.
If you break down the image, the same algorithm will do the same job on all the pixels on your mini pictures, this may reduce or sometimes increase the zise of the overall picture depending again in color of pixels, proximity, frecuency etc.
I run a test, my initial image was a night sky picture mostly black. Total size 54K, when sliced randomly all the small pieces made 136K.
When sliced into equal sections the overall size was still 116K, the pieces where Black was the dominant color were the smallest.
