Suddenly have a LIM 17 in a 13 LIM system?

Hi everyone.
I have a tricky/sticky problem, my system suddenly decided there is a LIM17 in my 13 LIM system:

DUBDP; gives me no contact with Lim 17, now I have tried to everything in my powers to rectify this.

Itried to block and end it, but no joy, then tried to initiate it, no joy, I think its a problem somewhere in the REL.

Can anyone suggest a solution or have had this issue before?
Its not causing problems, it just bother me to get the message no contact with LIM 17.

Hi Daddy

Only tried RFEXI; and SFCEI; but will try the LALRL, just need to get downtime allowance here.
