Subtraction of partial units in lotted material?

We are having an issue lotted material, currently when material comes in it is entered into the system as pounds which is then converted into sheets. The issue is sometimes a shipment may be a little short weight wise and this causes the system to say there is 4.6 sheets or it may weigh more so it may say there are 5.2 sheets. The point is how can we subtract or add units to lotted material, other then just telling recieving to adjust what they enter in to the computer to correspond with preset weights.
 
This probably isn't as easy said then done but what about changing the UOM for those items to sheets vs. pounds. You could also do an inventory transaction (issue/receipt) to adjust the qty of sheets to the correct number that you want.

Flex could also be used to round it during the receiving process to match what you want as well.
