Substring not working when using DTS query dBase > SQL

I have a DTS package that imports Dbase III files into SQL 2000. In the Transform Data Task I have a query that selects the Dbase files. If I use a substring in the query, I am getting an error (but for example using "Left" works).

AND (SUBSTRING(LOA, 2,1) ='A')

The error is: HResult of 0x080004005 (-2147467259) error returned. Unexpected error occured. An error result was returned without an error message.
 
You can only use functions in the source tab that dbase III accepts. I would assume that SUBSTRING is not an accepted dbase III command.
