Subreport or Front page does not populate data from DB

Strangely when running from desktop all subreports data is populated... but when running on production the data does not populate the 1st 2 pages of the form. What can it possibly be?. I check the suppressed field and it does not suppress anything except pagenumber <>1. It is using oracle 10g with Crystal 11. Everything works but somehow the data for the first front 2 pages does not populate. I have tested this in so many environments... in the desktop it works fine and all the rest of the other subreports. In Section Expert the GH1a is suppressed [subreport] while GH1b and beyond is not... GH1a has no data or nothing.. not sure why it was there.. someone else designed this.
 
Data from a subreport is only available in sections after the section that contains the subreport. Could that be the cause?

Another possibility is nulls, which stop processing. Crystal can be set to turn nulls into spaces. (File > Options [Reorting].) That might explain the differences between environment.

If that's not it, I suggest a test version showing unproceesed values.

I would like to add that.. on my Crystal desktop the data shows. The thing is. the data on production converts to PDF and views it on screen. Example.. the user clicks on the application > Generate Report and it pops up the PDF file. there are like 6-9 pages long... from page 3-9 it shows.. but the first pages 1-2 does not. They are regular Crystal forms. It is 1 report with several subreports in it. In the Report Header section a to d the supress section does not show a check mark of supress but on the X2 it has this: pagenumber<>1. Could that be the reason it is for a to d.
 
When you are in Crystal, in the main report (not inside a subreport), what report sections are displayed on pages 1-2? Are there subreports in these sections?
