subreport header on page 2 2

I am doing a meter consumption report. I have set up a report containing the meter's details at the top of the page then a subreport containing the consumption records of the meter and a page header for the consump details. The meter details are to print on the first page only followed by the subreport headers and then consump records. There is a couple of pages of consump records. I can not get the subreport headers to print on page 2
 
If you need "page" headers in a subreport:
1) add a new primary Sorting and Grouping level in your subreport with the expression
=1
2) set this level's Header to Yes
3) set =1 Group Header Repeat Section property to Yes
