Subreport Details Duplicating

I have a subreport where the details is duplicating. I am using Crystal 9/Oracle/ODBC. I have read some other threads and tried Database>Select Distinct Records. This is what the details looked like before Select Distinct Records:

The reasons for this change are as follows:
1. Provide a lower cost solution for the connectivity betweeen Interface LLC.
2. Retire some of the unsupported Nortel equipment router
The reasons for this change are as follows:

This is what it looked like after selecting Select Distinct Records:

Any help would be appreciated.

Where is the subreport located within the main report?
 
It is within the Details b section.
 
Will need more technical information on the report itself. Be aware that ALL fields must be identical for a SELECT DISTINCT to work. Database -> Show SQL Qeury should identify the unique fields that is preventing the distinct from working properly

I think we need to know the sections where your subreport fields are located. A wild guess would be that "The reasons for this change are as follows" is in a detail section, and you have it conditionally suppressed. If this is the case, what section is it in, and what is the suppression formula?
